Message from Plymouth Township: During the March 30, 2017 homeowners’ association (HOA) informational meeting at Township Hall, Director of Public Services, Patrick Fellrath, indicated the Township recently completed a condition assessment of the Township’s local subdivision roadways. Attached for your information are the results (condition ratings) of the assessment.

The assessment is based on the Michigan Transportation Asset Management Council (TAMC) Pavement Surface Evaluation and Rating (PASER) system. The PASER system uses a 1-10 rating scale (see attached legend) defining the roadway condition into three basic categories – Good (PASER Rating between 8-10); Fair (PASER Rating between 5-7); and Poor (PASER Rating between 1-4).

As mentioned during the HOA meeting, the assessment was authorized by the Board of Trustees during their regular meeting on November 3, 2017. The Board authorized the assessment in an effort to determine use of limited County funds ($750,000) available for local subdivision road improvements in 2017. The Township is planning to use the County funds to conduct a road crack and joint sealing program for local subdivision roads with a PASER rating from 5-7 in order to increase the life of these roads. However, until contractor bids are received and contract is awarded (anticipated late May 2017), it is not known whether all roads in this category will be addressed under the proposed program.

The windmill is an 8-foot Flint & Walling Model 37.  The design for this windmill was patented in 1937 and manufactured until the early 1950’s by the Flint & Walling Mfg. Company of Kendallville, IN.  It was primarily used for pumping water.

Mark Nice of Antique Windmills in South Lyon did a great job in restoring the windmill.   Mark repaired the vanes and arms of the wheel, restored the tail to its original design, cleaned the gearbox, added a brake and painted it to look like the original (less the F & W stenciling that was originally on the tail). 

Thanks to Jay Coughlin and the Windmill Committee for finally getting this project off the ground and into the air!
